Overview
Financial Operations volunteers manage the annual permits that ASURA purchases to facilitate volunteer parking at the ASURA offices on the Tempe campus.
The permits paid for are Gold (retiree) permits, plus a flat rate reservation to cover parking during Board meetings. The Gold permits are set up to be shared by volunteers who frequently use the ASURA offices.
Financial Operations also can issue 1-day visitor parking permits, upon request of an officer who has an appointment scheduled with a guest or guests at the ASURA Office.
Paying for the permits
Parking Services will bill ASURA annually for the permits authorized the previous year unless they are notified at renewal time of a change in the number and nature of permits needed.
The bill can be paid by credit card.
ASURA receives a monthly email listing the cost of any visitor 1-day permits used and options of ways to pay, including credit card.
Managing the Gold permits
Parking Services has set up a department account with a portal for ASURA to manage the parking permits it has purchased. The portal can be accessed by using the login credentials listed on the Technology Accounts page under Parking Services.
Note : You must have permission to see the Technology Accounts page and you must be logged in to this site with your ASURITE credentials in order to see the Technology Accounts information.
Procedure:

Log in to the portal using the Dept/Vendor Authentication method and the credentials from the Technology Accounts page.
The page for the ASURA account will be displayed.
- Click on "Bulk Permits" in the menu shown on the left to display the current permits and the vehicles assigned to them. There are more permits listed than the number paid for so that vehicles can be registered as one of those allowed to share the paid-for number of permits. There can be only one vehicle/contact pair per permit.
- If you are adding or changing the person whose vehicle you are registering, click on the Edit button in the "Contact" column, make the changes, and save.
- If you are adding or changing the vehicle that is associated with the permit, type the new plate #, state, and make in the boxes for those and save.
- If you just want to remove a vehicle from a permit so that it is available for someone else in future, use the "Remove" button for the permit.
Managing the visitor 1-day permits
Officers may from time to time make appointments with someone other than one of our volunteers, and wish to pay for ("validate") parking.
To make this happen the officer should send an email to the Financial Operations Manager indicating the names and email addresses of the invitees, and the date of the appointment.
The Financial Operations Manager will use the Parking Services portal to issue email guest permit invitations to the invitees. Invitees then click on a link in the email and fill out a form that includes their license plate numbers. The permits are good for one day. ASURA is charged the daily rate for each invitation that is accepted -- as of March 2026 that rate is $15.
Procedure for issuing the 1-day permit:
- Log in to the portal using the Dept/Vendor Authetication method and the credentials from the Technology Accounts page. The page for the ASURA account will be displayed.
- Click on "Send Guest Permit Invites" in the list of options below the account in the middle of the page. That option uses a padlock icon.
- Complete the requested information.
- Use something helpful for the batch title, e.g., "Video Interview March 9". This will be helpful when you are reconciling accounts at the end of the month.
- Enter your own email where indicated if you want to know when a permit has been accepted.
- Permit type is Department Guest Permit Tempe 1-Day.
- Lot is TUCT Tempe Lot 55 - General.
- Payment is "bill my account". This is the only option, but is only used if another option is not chosen at the time of monthly billing.
At the end of each month Parking Services prepares a statement of visitor parking permits used and emails it to the billing contact, which would normally be the Financial Operations Manager. The email provides options on payment method. If the bill is not paid within two months, the ASU Allocation account will be charged.
